Summary:碩士 === 國立臺灣海洋大學 === 環境生物與漁業科學學系 === 103 === Through the Modified Delphi Hierarchy Process and the Analytic Hierarchy Process, the study probes into the key index factors that influence Keelung Harbor’s waterfront regeneration and its significance to the sustainable development of the port city, with the aim of promoting the win-win situation and the sustainable development of Keelung Harbor. The results are summarized as follows: 1.Harbor’s waterfront regeneration is the necessary process that a port city must pass through when it comes to sustainable development. Basically, in addition to soliciting support from the public, we have to reconcile with the three fundamental dimensions---the environmental, economic and social dimensions---which are the most valued in terms of sustainable development. 2.Keelung City has much more hills and mountains than plains in its natural terrain. What’s more, because it has been developed for a long time, the city’s entire development is almost saturated, which limits the development of the city and the port as well. In view of this, for the past few years Keelung City government has been collaborating with the Central government to launch the pertinent initiatives regarding urban zoning change and the overall development of the commercial harbor in its effort to promote the urban regeneration of the Keelung Railway Station &; Wharf W2, W 3. Its development orientation is ‟the new hub of commerce and tourism.” And the goals and objectives of these initiatives are as follows: Enhance the city’s ability as a transit hub to make the city more competitive on the whole. Make the city become a seaside leisure city to promote the industry development in the region. Re-create the waterfront space to set an excellent example for the regeneration of the harbor. Build a user-friendly environment. By way of the cooperation between the government and the private organizations, we expect the waterfront regeneration of Keelung Harbor to ensure the city’s phoenixlike rebirth, which can help Keelung leapfrog international competitors in becoming number one in the marine leisure cities and achieve the goal of sustainability of Keelung as a harbor city. 3.Among the index factors in the framework of Keelung Harbor’s waterfront regeneration and the significance to its sustainable development, the economic dimension is the most important one in the first hierarchy level ; the criterion ‟the overall environment planning” remains the most important in the second hierarchy level ; the sub-criterion ‟to improve the overall landscape of the waterfront” is the most significant in the third hierarchy level. Obviously, it is the environment issue that is highly valued among the three hierarchy levels. 4.In the environmental dimension, the criterion ‟the overall environment planning” is the most important one, while in the economic dimension, ‟to upgrade the region’s industry is the most important criterion. Also, in the social dimension, ‟the preservation of the history and culture” is the most important criterion. 5.Among the index factors in the framework of Keelung Harbor’s waterfront regeneration and the significance to its sustainable development, the top ten priorities of the important factors among the 34 sub-criteria in the third hierarchy level are as follows : Improve the overall landscape of the waterfront. Build a leisure gallery based on the ocean as the prominent feature. Launch the industry specific to the local resources. Enhance the energy of the local economy. Shape the building blocks of Keelung as a marine city. Achieve the interdisciplinary and interdepartmental integration of the resources. Connect the surrounding business district to re-develop the business in the region. Construct a new industrial cluster of the tourist industry. Build a special economic zone for the Keelung Harbor. Create the innovation of the pluralistic industry. Among these various criteria, four items belong to the environmental dimension, while the other six items belong to the economic dimension.
