Hence, the harbor privatization policy is adopted to enhance performance of international harbor in Taiwan. In general, privatization brings high performance, profit and more flexible on harbor affairs. Owing to the index of operational performance, apply to the harbor, can not apply to the harbor tugs. We therefore found some operational performance index by Delphi Method to discuss harbors’ operational performance. This study listed 16 operational performance indexes to discuss with the experts, and next the 8 operational performance indexes will be chosen for operational performance of harbor tugs. Final, the Keelung, Taichung and Kaohsiung harbor are taken as examples for discussion. And discovered that Kaohsiung harbor show the best operational performance. So the study provided three advises for Taichung harbor. The first is adjusted the proportion of tugs in proper size; the second is optimized the proportion of privatization tugs; the third is reasonable tugs fee.
