This study estimated the weights of each level and indicator from teachers and administrators groups for understanding the reality currunt situation. The study conducted a literature review, then established indicators of Teachers for the teacher professional development community through the expert validity survey. After the researcher conducting The Delphi Technique, it shows that the 6 levels(aspects) of teachers for the teacher professional development community include: curriculum design competence, teaching competence, occupational performance competence, the competence of teacher participating in PLC, the competence of teacher designing PLC activities, and policy implementation competence. These six aspects consist of 26 indicators. The study uses “Analytic Hierarchy Process” (AHP) to get relative weights after teachers and administrators responding the different levels of importancy of indicators. The results show that the administration group , the teachers group and the comprehensive comparison of these two, allconsidered the teaching competence the most important aspect. Additionally, the top 10 key indicators comprise the indicators from aspects of courses competence(curriculum design competence) and teaching competence , and indicators of professional beliefs, professional knowledge and skills from occupational performance competence. At last, according to the results and discoveries, some recommendations are offered by researcher for policy makers and future researchers for reference.
