For this purpose, the study questionnaire-based, file analysis, supplemented. Questionnaire survey: 102 year get 87 junior high school principals, officers, leader and teacher subsidized. A total of 400 questionnaires, 364 were valid, the available rate of 97%. After the questionnaire data collection, frequency distribution, percentage statistics, mean, standard deviation, independent sample t test, ANOVA and Pearson correlation analysis and other statistical methods, to be discussed. The Institute attainable following conclusions: 1.Hsinchu County students who plan the implementation of educational priority zones and the benefit of which the "repair outlying or remote areas and students dormitories' highest grant funds," extended parenting education "and" the development of education grant school characteristics "of these two grants project, subject to a maximum amount of grant school. 2.Difficulties in Hsinchu County Educational Priority Areas program execution from the most restricted use of funds, funds failed to set priorities that affect the activities. 3.Countries, small countries educators understand for Educational Priority Areas program no significant differences. 4.School size factors will affect the status of implementation and execution levels. 5.School districts factors do not affect the current status of implementation, the implementation level and effectiveness of the implementation. 6.Personal factors do not affect job status of implementation on the implementation and effectiveness of the implementation level. 7.Individual contractors seniority will affect the implementation of the present situation, the level of implementation and effectiveness of the implementation. 8.Among the grants project, "Development of Education grant school characteristics" is the single most affirmative subsidy. 9.School administrators and educators another priority area for education awareness program are not the same, and therefore knew about the relevant issues. 10.Is a special remote and rural small schools have a higher probability of access to education priority area plan subsidies. 11.Apply for each grant project greatest difficulty for students and parents to participate willingness low, insufficient grant funds, the strict eligibility criteria and the lack of expertise of teachers.
