The study applied the method of qualitative research, gathering data by interview, including 7 teachers and 4 parents, on-site observation, and document analysis. The content of interview was analyzed by grounded theory, developing the storyline of the school merger process based on the principle cultivated by concept extraction and domain synchronization. The mode and process of the school merger was grounded by the actual proof accordingly and the results of the study are as follows: 1. The stage of obscure, multiple interpretation, confrontation, and negotiation are four stages of the process of school merger. 2. The stakeholders may question the legitimacy of the school merger policy, and be discontent with the hasty of the implement of the policy and suggest a set of supplementary measures. 3. The school merger influences the career arrangement of the teachers, the parents' options on education, the metal stableness of the students, and the operation of the schools. 4. The uncertainty occurring in the process of the school merger cause negative influences on school operation and the process of school merger is affected accordingly. 5. The stakeholders of the school may experience the attitude alteration from totally deny, passively resist, actively object, to unwillingly accept. 6. The school merger may have the negative aftermath of causing the traumatic stress and lost confidence on the government. The study proposes the suggestions to the education administrative authority, the mergered school, and future studies as follows. The education administrative authority shall develop the standard and procedure of the school merger, SOPs, and related supplementary measures before the implement of the policy. The organization of the explanation session is necessary and in the session, the government has to provide correct information, resources and supports, the adaptation of the teachers and students after school merger, and the expected benefits of the policy. The mergered school has to integrate the school merger into the operation plan. The related information shall come to public from time to time and should be an issue for course design, allowing the students and teachers to discuss in the counseling session. For the future studies, the suggestion is to enlarge the study scope and to dig into multiple viewpoints on the issue; to focus on the principal's role as a leader in the change; or to conduct a longitudinal study, tracking the efficiency of the school merger.
