The participation rate of people involved in art and cultural activities are also increased. Ministry of Culture builds an integrated information platform of art and cultural activities “iCulture” and “Open Data Services of MOC” in 2012. By browsing through these two platforms, people can find out some information about art and cultural activities. Besides, applications developers can also use this information to create value-added service for public use. However, many arts and culture related applications and webs just improperly organize the information by putting them into different categories. Because of the large information in each category, it’s still difficult for people to find the information which they really want to know. As a result, this paper proposes a mobile application in Android based on the data form “Open Data Services of MOC”, combining personal recommend technology and social media with the elements of gamification in order to improve user experience, stimulate users to share information of art and cultural activities, and enhance user’s intention to continue using. Thereby, the purpose of this application is to spread the information about art and cultural activities to the public, to raise cultural awareness and to promote cultural literacy.
