The Executive Yuan issued the “Plan to Promote the Use of Electronic Official Documents to Reduce Paper Consumption and Save Energy” on January 25th, 2010, implementing document online approval and expanding e-official document exchange, so that all official documents would become electronic. New Taipei City Government’s implementation of the central government’s e-official document policy was unable to reach policy objectives due to numerous factors. Therefore, this study employs documentary analysis, in-depth interview, and questionnaire survey to explore the opinions of civil servants in New Taipei City Government regarding the e-official document policy. This study further analyzes factors that affect policy implementation, as well as the execution ability of personnel, and then makes recommendations for improvement. Theoretical and practical findings of this study are as follows: 1.Policy:(1)Information provided by the document information system benefits decision-making, but requires further integration;(2)Document online approval enhances administrative efficiency and reduces cost, and the promotion of “mobile approval” will enable long distance document approval;(3)Simplified procedures of the document online approval system creates pressure on personnel to process complicated documents within a limited time period. 2.Organization:(1)The competent authority and implementing organization play different roles due to their characteristics, and also hold different opinions regarding policy implementation;(2)Implementing personnel generally understand and acknowledge the policy’s objectives and contents, but incentive measures do not motivate them;(3)Besides using diverse promotion channels for personnel to clearly understand the policy’s objectives and contents, issues can also be discovered during implementation and by listening to the opinions of personnel. 3.Mechanism:(1)Policy related mechanisms: The establishment of policy objectives is affected by characteristics of the implementing organization, resources for conversion to document online approval are insufficient, and evaluation standards do not help make improvements;(2)Cooperation from personnel: The intentions of supervisors affect the willingness and performance of their subordinates, and the attitude of personnel show that they not only lack dedication to the organization, but also the ability to process documents. Recommendations offered based on the findings are as follows: 1.Policy:(1)Improve operational and statistical functions of the document information system;(2)Expand the level of mobile approval to responsible staff; (3)Review work processes and further improve civil servants’ ability to process documents. 2.Organization:(1)Bridge the gap between organizations for better interaction;(2)Motivate implementing personnel;(3)Provide diverse communication channels for policy implementation. 3.Mechanism:(1)Policy related mechanisms: Review policy objectives, survey computer equipment in organizations, and establish diverse evaluation indicators;(2)Cooperation from personnel: Supervisors should place emphasis on and support the e-official document policy, which will cause personnel to acknowledge the policy, and offer training courses for the document online approval system to improve the quality of document processing.
