However, government investment in the construction of early public construction appropriateness of the policy due to other reasons not to do assessment planning caused the deserted empty form mosquito museum problem is the most people criticized. Therefore, in order to meet the needs of the people and the new government is unable to solve the problem of public construction, and can simultaneously activate the idle and low use of public property, this study hope to find the key success factors have impact on the government to develop the core of the strategy of activation, to serve benefit plan resource implementation units can be configured appropriately in the success factors. The case study of New Taipei City Government’s municipal offices and schools, the district office staff to handle business-related public property as the object of issuance expert questionnaire, these personnel are more experience and expertise in the practice, and to discuss the New Taipei City object in order to analysis of the New Taipei City Government’s prevailing activation policies and views on this study. In this study, literature analysis, expert questionnaire distribution and transmission by DEMATEL analysis to achieve the purpose, after explore the literature summarized by "policies and regulations", "people in the community to participate," "operational planning", "cultural and creative economy" in four dimensions and ten guidelines, and sorted out by DEMATEL analysis of the activation of idle and low use of public key success factors of the impact of real estate with the core, to identify dependency relationship between the various factors according to their importance of the quadrant sequential manner showing that these critical success factors have sorted the allocation of resources, the government can do a comprehensive thinking and elaboration appropriateness of management strategies and measures through this empirical results, in order to improve the chances of success of the activation policies, and as other government agencies to promote reference activation policies.
