Based upon the prior literature regarding energy saving and carbon reduction policy implementing model developed by previous experts, the researcher in this study explored the implementation of the energy saving and carbon reduction in university and college of Taiwan. Six critical affecting factors that might influence perceived organizational performance of energy saving and carbon reduction were derived: policy goal, implementation standard, policy circumstance, implementation resource, organization nature, and executor behavior intention. The research framework and plausible hypotheses were then constructed and applied to empirically investigate the causal relationships among these critical latent variables. The study recruited the university and college executors of advancing energy saving and carbon reduction. The effective samples were 104 with Structural Equation Modeling (SEM) of Smart PLS3.0 to analyze. The analytical results supported the majority of the proposed hypotheses: The policy goal had positive effects on the implementation standard, implementation resource had positive effects on implementation standard, implementation resource had positive effects on policy circumstance, policy goal had positive effects on behavior intention, policy circumstance had positive effects on behavior intention, organization nature had positive effects on behavior intention, and behavior intention had positive effects on cognition achievement. The results of this study are expected to provide instrumental guidelines to help promote the participation of the university/college staffs and faculties of Taiwan. Furthermore, the findings may contribute to facilitate the prospective development of audition, assessment and governance regulations and norms of the energy saving and carbon reduction policy. Some practical and theoretical implications were also demonstrated to help policy makers and executors of the universities/colleges implement their future energy saving and carbon reduction policies.
