In the 2004 South Asia tsunami that killed 150,000 people, when we just forget this terrible truth, next is even more shock occurred on March 11, 2011 Japan tsunami. Japan tsunami no casualties or economic losses caused by the problem, but a problem of deriving from nuclear disaster of the tsunami, the Japan tsunami shocked the world, enabling countries about tsunamis and nuclear issue alert. These events is Taiwan's best models, aroused Taiwan for tsunami disaster risk awareness. In theory, this study used geographic information systems (GIS) experiment, using proceeds to tsunami-related literature of knowledge and shelter a basic rule to study the specifications required for the tsunami emergency shelters, use their theory in the geographic information system (GIS) of experiment. Primary are to collect the relevant documents as well as base for enquiries, sorting out the appropriate literature. Divide data into geographic information systems (GIS), into digital information for future data query and modification. Then, through a geographic information system (GIS), image rendering, analysis appropriate for a place of refuge and shelter the path. Finally, the review and assessment of the data analysis, and planning the best tsunami shelters for Yilan County residents. Specific results get Yilan County land and buildings tsunami the wave high flooded water area, in tsunami wave high 0.3 land flooded water area about 125 hectares, also of buildings by flooded water of area about 502 hectares, then again to wave high highest of 32 meters, its land flooded water area about 29,795 hectares and buildings about 1,949 hectares; highest and minimum land flooded water difference is 17,249 hectares, buildings flooded water area difference about 1,446 hectares. Through these data in Yilan County's flooded area map. In addition to Yilan County towns and villages in the tsunami wave height, find the corresponding places of refuge.
