Summary:碩士 === 東吳大學 === 政治學系 === 103 ===   Article 1 of Urban Renewal Act shows that:“This Act is enacted to promote a well-planned urban land redevelopment, revitalize urban functions, improve urban living environments, and to increase public interest.” According to above article, increasing the public interest should be the spirit of urban land redevelopment. After the case Wenlin Yuan, 2012, more and more people wonder what the meaning of public interest in urban renewal is.   This study aims to discuss what is the public interest in urban renewal, and attempts to research about four topics: Why urban renewal always be disputed? What’s the cognition of stakeholders about public interest? How to resolve the conflicts among benefits and personal values? What should government do to improve public interest in urban renewal? This study not only uses secondary data analysis method to clarify the meaning of public interest, but also uses interview method to collect the opinions of stakeholders about their experience of participating in urban renewal.   This study finds that there are several factors result make the public interest in urban renewal is hard to be reflected: information asymmetry; lacking of overall planning; incomplete legislation, and unfair mechanism of participation. Finally, this study proposes several suggestions for urban renewal policies. Such as promoting information asymmetry; improving good plan; implementing the due process; practicing citizen participation.
