As Beijing argues the peaceful essence of its strategic ascendancy, there are still worries from countries all over the world, concerning its irrational hegemonic influence. Echoing to these concerns, Beijing has carefully proposed a variety of soft power initiatives aiming to rebuild its national image and exercise soft influence to the world. This thesis deals with the rise of Confucius Institutes with specific focus on its spread and networking efforts in Japan in the context of contemporary Sino-Japan relations. The purpose of this thesis is to explore how China employs Confucius Institutes as soft power mechanism to perform its cultural persuasive strategy. The author conducts fieldworks and interviews in selected Confucius Institutes in Japan in order to further analyze the background of Chinese Confucius Institutes project as well as its overseas projection. This thesis found that China's cultural and soft influence in Japan is political, and the local supports from the social and political elites to Confucius Institutes facilitates China's persuasive strategy at localities.
