Summary:碩士 === 國防大學政治作戰學院 === 政治研究所 === 103 === This research paper studies the development of U.S.-China military exchanges of the period since Hu Jintao’s leadership, and tries to analyze the possibility of institutional development in the following aspects: standpoints, objectives, advantages and disadvantages of both sides, and challenges in the future. Since Hu became China’s leader in 2002, U.S.-China military exchanges have made significant progress. The 9/11 attacks and financial crisis of 2007–08, in particular, call for the necessary of cooperation between the U.S. and China to deal with the challenges of globalization. Simultaneously, the U.S. and China have to establish multi-level consultation and dialogue mechanisms to resolve differences between them. These make the institutional development of Sino-US military exchanges possible. However, there is lack of consensus in the standpoints, objectives, and operating modes of military exchanges between the U.S. and China. Also, both of them are not satisfied with the advantages and disadvantages in military exchanges. Moreover, the lack of strategic mutual trust and the interests of the intersection such as the Taiwan issue will affect Sino-US relations. These factors will make U.S.-China military exchange harder. This research paper still takes an optimistic viewpoint toward institutional development of U.S.-China military exchanges if they can deal with differences successfully and enhance mutual trust by resorting to pragmatic steps.
