A Study on Evaluation of Management Performance for the University of Science and Technology: Application of Network DEA Method

碩士 === 樹德科技大學 === 經營管理研究所 === 103 === With the increasing improvement of people’s living environment and the advent of the high-tech era, to keep pacing with the times, Taiwan has formulated reform policies and opened up the market in education, resulting in the rise of private schools, substantial increase of higher education institutions and more free room for student. However, as a result of the excessive amplification in higher vocational colleges, as well as the low birth rate and economic depression in recent years, some schools are facing the crisis of closing down. Coupled with the decreased allocation of resources in current economic conditions, the available resources for schools are really limited; facing the huge competitive pressure and great change of society, it is an important topic for various junior colleges to find out the right way to develop their own unique features, increase the acceptance rate, continue school life, and make effective use and distribution of the limited resources. In this study, the performance of academic year 102 of the teaching units in one private university of science and technology in Taiwan is taken as the research object, and the SBM mode in network DEA proposed by Tone and Tsutsui (2007, 2009) is adopted to appraise the operation efficiency of each teaching unit and evaluate the efficiency changes, in order to provide reference for later operational strategy for the school. The result finds that almost all the decision-making units, which imitated in the black box, have reached the efficiency value 1. However, when assess by methods of separation mode and vertical integration mode, different efficiency values are generated due to intermediate output and link effect. It can be seen that the black box mode fails to consider the link and or output generated by the research object, which results in impracticability; the separation mode can analyze the efficiency value of individual decision-making unit in each department, the high sensitivity makes it applicable to practical operation; the vertical integration model, due to its own characteristics, is able to conduct the analysis after integrating different departments within the organization vertically, and it has also considered the intermediate output and or the link effect. Through individual assessment and appraisal of different modes by method of network DEA, the objective suggestions considering the appraisal result are proposed so as to provide reference for the research object.
