Summary:碩士 === 南臺科技大學 === 資訊管理系 === 103 === A solid non-commissioned officers system is the key factor to drive the "Full mercenary" policy and to restructure the military organization, because the non-commissioned officers are not only the backbone of basic training and life management, but also a mentor, a bridge of officers and soldiers, and to maintain the power and stability of troops; considered the successful experience of American military system, the military can promote the refining NCO System. In order to refining NCO System, military made a plan with five core items, such as “status upgrade”, “giving responsibility”, “build confidence”, “cultivate professional”, “career development”. The Ministry of National Defense and the headquarter of each armed forces simultaneously establish the ad hoc group to set up the circumspect and reasonable system of NCO which can consolidate the grassroots level, solid fighting force This research adopted the methods of content analysis and questionnaire. The instrument was used by the questionnaire which developed by the researcher “the survey of Air Force NCO professional development”. The conclusion build a solid NCO system by the application of “Air Force NCO professional development”, the policy promoted of refining NCO System, and empower NCO. This research collected the opinions and viewpoints of senior NCO, and researcher review literatures to induct the factors of being an Air Force NCO: characteristic, professional ability, leadership skills and work performance. The professional ability is the highest competence among all. The results of this study will provide to the troops for Air Force NCO.
