When facing with this trend, educational reforms were conducted for the improvement of human resources all over the world. National education is closely relevant to national competitiveness, and continuous enhancement of teachers` self-efficacy is vital to a country`s educational effect. Thus, Teachers` professional development played an important role of educational accountability. Applying Delphi Method and Fuzzy Logic Theory, this study established a quantitative model to support decision-making for teachers` professional development after reviewing evaluation systems of teachers` professional development in USA, UK, France, Australia, Japan, Singapore, and Mainland China. The current evaluation system of teachers in Taiwan (ROC) was also investigated. This model was composed by four main factors:1. curriculum design and teaching; 2. classroom management and guidance; 3. professional research and educational development; 4. dedicative spirit and attitude. This model may provide useful bases of the following application: 1. Teachers` self-assessment; 2. The annual appraisal of teachers` teaching effect; 3. The evaluation of the whole teaching effect of the institution; 4. The performance of regional institutions evaluated by the educational management department.
