Summary:碩士 === 東海大學 === 公共事務碩士在職專班 === 103 === Currently, most of the democratic countries in the world designed Special Forces configured in a unique tactical unit, to cope with major violent crime and perform crucial tasks, which are now generally referred to as "SWAT". Although these forces have different names, their main targets are diminishing all violent organized, planned, crimes. The concept of this is to go through some strict screenings to select outstanding individuals, after three months of intensive boot camps, examinations, and physical trainings. These chosen professional police officers will then be a more advantageous combination of police forces in emergency situations, to deal with crisis quickly, and to solve problems with advanced tactical skills. In recent years, however, these special units are neglected and asked to be involved in general tasks, such as patrols, road inspection, rummage, inspections, and other service-based works. Their originally tasks are no longer top priorities. This makes the SWAT team in Taiwan gradually lose its own characteristics. Special task police force is now standing by most of the time. In fact, these special teams came all the way through many years of practical experience. They are absolutely crucial in extreme circumstances. Therefore, it will be a great waste to let these outstanding Special Forces to lose its focus. This article is aimed to research in the American experience and the current situation, problems in Taiwan. Also, it is focused on discussions about rebuilding its roles, tasks and characteristics in the system. Furthermore, this article looked into the foundation of police and security management, crisis responses, diversification of training modes, clear organizational systems, specialized capabilities, equipment enhancements, etc.
