Nye’s perspectives of Soft power and Big Future of The Power, the author explores and analyzes The policies of Cultural and Creative Industries and film industry in Taiwan. There are three purposes:(1) To understand how Taiwanese culture can be developed into the national soft power;(2) To analyze Cultural and Creative Industries how they can be transformed into the national soft power in Taiwan;(3) To explore what the impact of Taiwan film industry can contribute to national soft power in strategy and in consequence. This paper focuses on soft power and Cultural and Creative Industries. The author analyzes, compares and explores the effects of the above industries. The result will be provided for the Taiwan government for reference. The conclusion is that combing Cultural and Creative Industries and film industries have become the main approach to present national soft power, meanwhile the combination can ensure Taiwan’s cultural power, economic power and penetration power. There are five ways to convert cinema policies to soft power as follow: (1) To research and develop the main industrial technologies in the film industry; (2) To establish the national cinema theaters, and video and TV film-making bases; (3) To construct national cinema channels aggressively; (4) To amend film incentive grants to box office drive grants for the domestic films; (5) To develop national strategy of soft power by promoting from film flagship plan to Carrier Plan.
