Summary:碩士 === 臺北市立大學 === 教育行政與評鑑研究所教育行政碩士學位在職專班 === 103 === This study uses the interview method to explore the origins of the ‘Happiness Safeguarding Station’ policy and its innovative model, and trace the overview and performance of policy’s implementation of “Happiness Safeguarding Station” using documents provided by the High Risk Family Management Center, meeting minutes of New Taipei City Government and relevant documents. The study summarizes the sense of identity, difficulty encountered and response strategies from the subsequent interview records. Finally the following conclusions are made to further provide suggestions for the child emergency rescue plan. This study was conducted using document analysis and interview methods, and it led to the following conclusions: 1.The ’Happiness Safeguarding Station’ policy is implemented through the High Risk Family Integrated Safety Net, a comprehensive information system, and uses the local advantage of having the highest density of convenience stores in the world. 2.The top three innovative strategies of the ‘Happiness Safeguarding Station’ include providing rescue to those in the initial stages of danger, providing rescue to children who seek help voluntarily, and doing so 24 hours a day. 3.The ’Happiness Safeguarding Station’ policy is planned by the government and funded by private sources to execute through public-private collaboration. The plan related personnel can recognize and support the policy on “” as well as to continuously promote the program so to help emergency children under the age of 18 in need of help. 4.The ‘Happiness Safeguarding Station’ is confronted by negative public opinions and doubts and hence the New Taipei City Government convenes daily project meetings to deal with such crises and the handling by properly controlling key issues, using educational power to resolve the disputes over the abuse of meals. This study proposes the following suggestions for children and youth emergency rescue policy: 1.Public servants should be encouraged to think creatively and break through traditional barriers. The accessibility principle can be used to come up with emergency rescue policies for children and youth which are feasible and yield obvious results. 2.SWOT analysis needs to be carried out, and consolidation of internal resources, so as to provide successful policy goals and programs. It also needs to win the support of directors, and seek trans-bureau manpower coordination. 3.Integrate private resources and apply public-private collaboration to jointly promote children-youth emergency program, including funding and human resource. 4.Make good use of the ICT system, complete and streamline the supplementary procedure, and raise every member of staff’s consensus and recognition of the program. 5.Set up a crisis management mechanism and a crisis management team to handle public sentiment and negative criticism in a timely manner. 6.To increase the value for children-youth emergency rescue program by further discovering the disadvantaged groups hidden in the society such as high-risk families.
