Summary:碩士 === 元智大學 === 社會暨政策科學學系 === 103 === A severe gas explosion occurred on August 1st, 2014, causing heavy casualties, and reminded us the importance of joint disaster relief mechanisms. Since the proclamation of the Bill of Disaster Prevention and Relief, the occurrence of severe natural disasters such as the 921 earthquake has led to improvements in the national counter-disasters mechanisms. However, faced with the Kaohsiung gas explosion incident, several shortcomings in the risk management and emergency management mechanisms have been revealed. This article would examine the weaknesses in the current risk and emergency management system, and try to provide solutions and advices to the current disaster prevention and relief policies and training programs. Since the proclamation of the Bill of Disaster Prevention and Relief in 2000, the disaster relief mechanism has been updated after experiencing Typhoon Morakot. The information gathering and coordination of the Central Emergency Center in the early phases of a disaster relief operation have a direct impact on the final outcome of the operation. However, as technology advances, sometimes the real threat lies within human application of more advanced technologies. People tend to overlook the “blind spot” of civilization. By the time such problems are revealed, the risks have already become parts of our daily lives. This article would analyze the severity and scope of the Kaohsiung gas explosion incident, the application of risk management mechanisms of the government and civil society in the incident, and possible impact on current systems. This article would also analyze the impact of disasters and threats on the operation of current public security system, try to find out problems and come up with their solutions through the application of risk management and sociology theories.
