Summary:碩士 === 國立中正大學 === 戰略暨國際事務研究所 === 104 === According to the statistics from Ministry of Health and Welfare, by the end of June 2015, there are over 1,145,000 amount of people who has the certification of disability, that is about 4.88% of the population, and increasing.If the government fail to respect this issue, it will be facing the foreseeable financial burden, and the people will be tired out due to the caring for disabled people at home. Furthermore, disabled people usually lacks protection from financial security, that’s why the government needs to provide a more systematic legislative protection.The thesis is based on the legislation system relating to People with Disabilities Rights Protection Act. First of all, elaborating and comparing the amending of laws, based on current population and evaluation of disabled people, and related legislation of rights protection. Second, reviewing two of the most related benefits from People with Disabilities Rights Protection Act, Living subsidies for middle and low-income handicapped people and Subsidies for social and health insurance, analyzing the problem of current norms, then presenting our discover and suggestions, hoping to bring benefits to future planning on financial protection for disabled people.
