Due to market demands, foreigners came to work in Taiwan in the name of traveling and the number of foreigner labors in Taiwan was increasing. Those labors were called illegal foreign labors. The government had to cancel the ban. It has been 27 years since the opening up. The number of foreign labors and human resources agencies is increasing year by year. The government has formulated many laws and decrees to standardize human resources agencies and foreign labors to help enterprises and families solve problems of human resources and promote everlasting development of enterprises on the basis of safety, so families have no worry and the whole country can run in order. Laws and decrees formulated by the government can considerately protect rights and interests of both local people and foreign labors. Factory directors can employ four people from Taiwan for one foreign labor; maintainersshall have three disabled men (with certificates of severe and moderate disability) for one foreign labor and the number of foreign labors shall not exceed that of employees from Taiwan; home-based workers shall be evaluated by doctors of hospitals above the regional level according to the Barthel Index; the disabled shall be taken care of four 24 hours; boatmen shall employ two employees from Taiwan according to quota tables and job responsibilities for one foreign seaman. The above-mentioned are almost grass-root labor work, which are hard to employ workers. Some factories have to close because of short workers. The shortage of workers in enterprises is more serious than estimated by the government. Human resources do lack. Now it is a very good chance for human resources agencies, but human resources agents are always eliminated by highly competitive markets. This research analyzes key factors for success of agents in Taiwan and discusses entrepreneurship, budding, rapid growth and even investment transformation by case analysis as a research approach. It can provide a method for human resources agencies pursuing everlasting businesses and a direction for those who intend to engage in the industry.
