In recent years, due to the rapid industrial development and improper usage method of public dangerous goods, public security accidents keep pouring in and accordingly the catastrophe of chemical explosion and air pollution occur. How to respond to the variety of public dangerous goods and bring forth new usage mode will face more serious challenge in security management. Aimed at the hazard caused by the leak of toluene and acrylonitrile storage tank, this research applied AHP expert questionnaire method to take precautions in advance against the challenge and problems that might arise faced by the management of public dangerous goods (toluene and acrylonitrile); both the fire control organ and public institutions need to combine “human”, “things” and “object” to meet the requirements of this issue, so as to dig out the potential factors of research question and propose solution strategy. Research results show that as for the relative weight value analysis of Hierarchy One (target hierarchy) in the hazard assessment model of the leak of toluene and acrylonitrile storage tank, the weight value of 0.432 of “unit disaster strain capacity” is the highest, respectively followed by the weight value of 0.324 of “factors of security staff’s inspection and management” and the weight value of 0.244 of “security factors of the site of public dangerous goods”. In the factors of security staff’s inspection and management on public dangerous goods, the weight value for “competent authorities establish a set of perfect public dangerous goods management mechanism against the attributes of each park” is the highest, accounting for 26.5%; in the security factors of the site of public dangerous goods, the relative weight value of “set impervious structure and appropriately slant floor or set liquid collecting device, take containment measures or measures to prevent liquid from flowing out” is the highest, accounting for 22.7%; in the factors of unit disaster strain capacity, “implement self-defense and disaster prevention grouping training on a regular basis” is the most important factor, accounting for 34.9%. This research is expected to reduce disaster risk, perfect the domestic disaster prevention and protection system and provide reference basis for public institutions and government agency to develop hazard assessment strategy, which will be helpful to security considerations of social mass.
