Furthermore, it analyzes the factors which may affect the achievement of this program. This research adopts Case-Study Interview to comprehend the execution course of the entire program more deeply. There were 4 kindergartens involved in this study. Including 1 co-instructor, 7 supervisors from administrative unit and 8 teachers who were in charge of the execution. The kindergartens were located in Miaoli County which participated in the Early Childhood Education Guidance Program. After comparing and analyzing all the field data collected by Semi-structured Interviews in the field, the conclusion is summarized and listed as following: 1. It shows positive correlation in appearance and attendance of administrative unit and execution. 2. The effectiveness of this program is affected by communication frequency between team members. 3. Supporting resource is the key positive factor of this program. 4. The correlation between delegation of the responsibilities and effectiveness of the program execution cannot be validated by this research. It is because there was no significant demarcation of the daily duty for all members in kindergartens. Based on the finding and conclusion of the above, this research will offer recommendations for teachers, kindergartens, government department of education and future researches .
