An Evaluation on Safty Management Practice of Drowning Accidents Prevention：Take the New Taipei City for Example

Swimming, diving, and fishing activities have also gained growing popularity in New Taipei City Northeast Coast and North Coast. Diving and fishing are no longer exclusive behaviors of particular persons, especially rock fishing activity that has gradually transformed from a business profit behavior in the past to a leisure and recreational activity. However, certain risks are involved in rock fishing activity, and the management system still falls short. Therefore, this study targeted drowning cases that took place from 2010-2016 to explore risk factors contributing to drowning incidents. In addition, targeting the insufficiencies of New Taipei City’s existing measures for fishermen drowning prevention and control, recommendations and improvement practices were proposed in order to effectively safeguard the safety of fishermen in the Northeast Coast and North Coast. Drowning cases from the past show that for fishermen wearing a lifejacket after accidentally falling into the sea, with the help of the lifejacket, they managed to float on the surface and call for help. This effectively reduces tension and extends the time to rescue, and increases rescue recognizability, thereby greatly increases the chances of rescue. The recent well-known case occurred on June 9th, 2015. A female university student accidentally fell into the sea while taking a banana boat. Since she had a lifejacket on and the lifejacket was properly worn, she was rescued 21 hours after drifting in the sea. It can be found as long as fishermen have a lifejacket and anti-slip cleats on, drowning rescue can be performed during the golden time of 72 hours, thus reducing the mortality rate of drowning cases each year. The research conclusions drawn are as follows: 1. New Taipei City Government’s existing security management measures for drowning prevention and control will reduce incidences of drowning. 2. Wearing a lifejacket after a drowning incident will increase chances of rescue and survival.
