In an attempt to appease the dissatisfied people over the issue of the right to inhabitation, which has been building up for a while, county magistrates and city mayors have taken turns to announce various social housing measures. An overview of the existing related measures implemented by local governments revealed that their main focus was interim and transient housing, targeting the youth or workers. However, disadvantaged groups’ demand for housing and the characteristics of those demands have not been considered. This study proposes that social housing should be based on the people who are subjected to market discrimination, specifically the elderly, persons with disabilities, and low-income families. Measures for rental housing on a permanent basis should be introduced, and these groups’ preferred choice of housing subsidy policies should be examined. Taichung City was selected as the study area, and questionnaire surveys were used to collect information. Using applications for rental subsidy and increase in rental subsidy amount submitted in 2013, we identified the disadvantaged groups vulnerable to discrimination in the rental market. The city was divided into 14 living circles, and the actual ratio of disadvantaged households in each living circle was converted and used to determine the requisite number of samples. Upon completion of the survey, 1,102 sets of data were collected. The situation of the following dimensions affecting disadvantaged groups were analyzed: current living situation, degree of satisfaction, and household family structure. Next, multivariate logistic regression was used to study the dimensions’ variables, as well as their impact on the disadvantaged groups based on the selection of the different housing subsidy policies. The probability of a policy being selected by each living circle and actual demand for social housing in Taichung City were ascertained. The results indicate that the selection of housing subsidy policies by disadvantaged groups was affected by variables endogenous to the three dimensions. Those living in urban areas preferred social housing while families with dependents (the elderly or underage children) chose rental subsidies. Demand for social housing was the highest among living circles located near urban areas in Taichung City. This indicates that those locations in the city are where social housing should be mainly built, whereas supplementary housing policies could be implemented elsewhere.
