Since the implementation of Consumer Debt Clearance Act in 2008, the Legal Aid Foundation had launched the “Legal Aid for Consumer Debt Clearance Program” to help debtors solving their debt through debt clearance trials. However, Can this program really help the debtors and furthermore, create social value and economic value? If so, how it should be evaluated? So we use the Social Return on Investment method to evaluate the social impact that the consumer debt program had created. The study focused on the implementation of the consumer debt clean program, as well as changes to the debtor, debtor’s family and other interested parties during the debt clearance trials. Data are collected by interviewing the applicants with interval sampling of total applicants of consumer debt clean program from Legal Aid Foundation. Through observing the changes applicant described, the outcome of this program can be proved. The study concluded that (1) the social benefits and social economic benefits on investing Consumer Debt Program is significant and effectiveness; (2) investing the liquidation procedure of consumer debt cleance creates better results than investing restructuring procedures; (3) the long-term benefits of consumer debt cleance program should be tracked in order to fully render the investment results; and (4) SROI can be used by Legal Aid Foundation as a tool for program evaluation. The study suggested that the government should keep on supporting the consumer debt clearance program by giving more resources to Legal Aid Foundation. It also suggested that Legal Aid Foundation should keep on evaluating its program by using SROI method.
