To achieve this goal, a self-made questionnaire was used, wherein participants are teachers from 139 public elementary schools in Taipei city. Based on stratified random sampling method a total of 723 copies of the questionnaire were distributed with a total of 702 returned. After removing the incomplete and invalid surveys, the final total of 667 valid questionaires with an effective response rate of 92% was tabulated. Data analysis includes descriptive statistics, T-test, one-way analysis of variance, Pearson product moment correlation, and multiple regressions. Results and conclusions are as follows: 1. The present situation of public elementary schools principal’s transformational leadership in Taipei city was perceived at an intermediate level with the factor charisma and appeal scoring the highest. 2. The current status of public elementary schools teacher leadership in Taipei city was perceived at an intermediate level with the factor enhances learning achievement scoring the highest. 3. Faculty who are male, teachers who graduated from teachers college, teachers with administrative duties, schools with class size of 24-48, and schools with class size of 49-72, all perceived to have high principal transformational leadership. 4. In addition, faculty who are male, teachers with administrative duties, schools with class size of less than 23, schools with class size of 24-48, all perceived to have high teacher leadership. 5. Taipei city public elementary schools principal’s transformational leadership and teacher leadership are positively correlated. 6. Taipei city public elementary schools principal’s transformational leadership and teacher leadership have significant predictive power, wherein the intellectual motivation to promote administrative efficiency having the best predictive power. Finally, it is hoped that the results of this study would be able to help and provide future researchers some directions for further studies.
