碩士 === 玄奘大學 === 企業管理學系碩士班 === 104 === Abstract Aged population, low birth rate and the change of the family structure make the long term care policy a major issue not only in Taiwan, but all over the world. The aging speed in Taiwan is faster than the speed in many other developed countries. Since the population structure is aging rapidly, in 2025, the estimate rate of Taiwan’s aged population will be over 20%. The situation worries the Taiwan government. For the central government, the priority is to implement the long term care policy and to help their citizens age healthily. As for the local governments, they will have to find methods to integrate enterprise resources, to nurture professional service power ,and to provide domestic employment opportunities. The aim will be to build a localized, popularized, integrated community service center, a local health care network, a complete long term care system. The study was to explore the newly passed Long-term Care Services Act, and tried to figure out ways to integrate the resources from the government, enterprises, the society and the families to elevate the quality of long term care. The intent is to reach the great harmony(Ta Tung), in which, provision is secured for the aged till death, employment for the able-bodied, and the mean of growing up for the young. Helpless widows and widowers, orphans and the lonely, as well as the sick and the disable, are well cared for. AHP(Analytic Hierarchy Process Theory) was therefore used to analyze the key factors. Conclusions of the study were as followed : 1.The system of the weights of the indicators evaluating factors of promoting of senior citizen long term care consisted of four factors and ten ndicator guidelines. The four factors were finance, , manpower, resources, and supervision. 2. The analysis of AHP showed that the weight of the financial factor was 0.456, it influnced most. The second one was the manpower factor, it had the weight of 0.276. Resource factor were the third, its weight was 0.147. The last one was the supervision factor, the weight was 0.122. 3. The AHP also indicated that the weight of the of “Long Term Care Insurance Policy “indicator was 0.216, it ranked first among the ten indicators. The weight of the indicator “ Increasing domestic need population” was 0.187, ranked second. The indicator weight of “The government’s budget” was the third, it was 0.145. The fourth weight was 0.096, it was the “Tax System ” indicator. Key words: Lonf term care, Communization, Care facilities.
