Any enterprises or organizations must continue to face all kinds of competition and challenge in this globalized market. Especially, the business of private school has been at a disadvantage, and they have greater pressures and threats to survive than public schools. All the schools are faced with the dual impact of low birth rate and Higher Education popularization at present, so that teaching quality assurance is more important. Improve the teaching quality assurance that not only meet the needs of the society, but also make sure the key point to the competitive advantage of the school. Since there is no this kind of research at Hsiuping University of Science and Technology, this study consequently aims to explore the impact of teaching quality assurance on learning effectiveness. The questionnaire uses the university teaching quality assurance assessment scale, the object was freshman class at Hsiuping, and the effective questionnaires were 514. The first, this study use the statistical analysis software SPSS 20 to analyze and discovered that three facets of teaching quality assurance assessment scale, including “curriculum design and teaching”, “curriculum objectives and core competencies”, and “Student self-examination”. Followed by the confirmatory factor analysis of software AMOS 20, and the result show that three facets of teaching quality assurance satisfaction with English learning achievement is a positive effect. Finally, this study make a discussion on the viewpoint of total quality management to identify customer expectations and continuous improvement of teaching methods. Negative correlation with each other between teaching quality assurance satisfaction and English learning effectiveness in the causal relationship. It is suggested that the teacher of Hsiuping may according this assessment scale to improve teaching method and meet or exceed the customer's expectations, so that the school can sustain to develop. In addition, enterprises obtain the required human resources and students find the ideal job after graduation. The above will form a win-win-win situation.
