In order to solve this problem, Taiwan''s policy went under constant changes from strict punishment to medical engagement that addressed medical needs of the drug users, and then an unique rehabilitation model of psychosocial support group therapy on deferred prosecution of class two drug abusers was developed. Currently there was no research to demonstrate the effectiveness of it. Thus, this study examined the success rate, characteristics of cases that failed in each stage of the therapy and possible factors of treatment failure of this model. Data of 310 class two drug abusers on deferred prosecution program in a psychiatric hospital in northern Taiwan were analyzed. The results showed that there are more male drug abusers (81.6%) compared to females ones (18.4%). Most of them are at the age of 20-40 (68.7%). Over 90% of their education level are high school or less (95.2%). Approximately half of them are working class persons who perform manual labor (47.4%). The average work experience is four year and most of their income is between 25001-35000 NTD (28.1%). 37.4% of the cases completed the rehabilitation treatment program. Family support, marriage and less friends of drug traffickers, demonstrate a significant relationship with the treatment program. In addition, more extensive criminal records, records of rehabilitation are associated with treatment failure. Overall, although abusers need psychosocial support group therapy, the same rehabilitation curriculum and intervention services may not be appropriate for everyone. Rehabilitation institutions and treatment units in the system should work on building life support systems for the drug abusers. Utilizing limited resources to provide individualized rehabilitation in older to maximize the effect of rehabilitation is the future direction of the relevant professionals that work with this population.
