It includes principles of rule by law and these principles mean respectively principle of public good, principle of proportionality, principle of equality, principle of legal reservation, principle of necessity, due process of law, etc. This thesis analyzes and explores issues via domestic and foreign related literatures which are the core values of administrative ethics, principles of rule by law, corruption preparedness, etc. Furthermore, the application of our government procurement staff’s capacity usually faces the ethical dilemma of value conflict. Thus, it causes administrative violations. This study analyzes these cases to find the disputes and defects. In addition, this study focuses perspectives on not only “effectiveness” but also “malfeasance prevention.” This thesis proves the mechanism of law and process is not enough. The support of ethical literacy is necessary on government procurement. This thesis generalizes the most important point to improve government procurement effectiveness and it is “core process.” This thesis also explores topics of the ethical perspective of government procurement, social justice, etc. via culture science viewpoint and value’s norm. The research method of this thesis is literature analysis. Moreover, the author tries to understand the factors of influencing integrity reputation via the discussion of violation cases in order to submit improving strategies and become the subsequent related research’s reference. The author expects that this thesis can improve government procurement system and establish a more positive integrity behavior. Eventually, the public sector can march forward to a better integrity governance and elevate public service quality.
