碩士 === 開南大學 === 觀光運輸學院碩士在職專班 === 104 === The airport departure security check is an important part contributing to aviation security in Taiwan. According to the provisions of the National Security Law and the Law on Civil Aviation, the Aviation Police Bureau, National Police Agency, Ministry of the Interior is the competent authority in charge of airport security, departing passengers and crew security check, in particular, are major tasks undertaken. Taiwan Taoyuan International Airport’s security check services were received the rating of excellence in 2011 and 2012 by the International SKYTRAX. However, due to the drastic increase of travelers in recent years and a shortage of airport security personnel, how to maintain service quality and the positive image of security check has become an imminent issue. Hence, this paper targeted Taiwan Taoyuan International Airport’s existing departure security check and various practical issues faced in order to explore the discourse from the legal perspective and propose solutions to improve and enhance airport security check service quality. As for the framework of this paper, the Taiwan Taoyuan International Airport departure’s existing security check related regulation and issues, the perspectives of security check personnel, departing tourists, and crew members, as well as the practical and legal aspects were targeted as the direction for elaboration, followed by analysis, summarization, and the integration of previous relevant literature. Targeting the pending problems to be resolved and deficiencies, a summarized account of the viewpoints was put forth as the research conclusion to serve as a reference and a basis for evaluation by public and private units concerned, improve Taiwan’s security check efficiency and performance, enhance the image of security check personnel, effectively ensure aviation safety, and protect human rights.
