After 12 years of implementation, many declined rural communities had been transformation and regeneration under the assistance of the Bacon plan. The objective of this study was to explore the implementation of rural regeneration program on the change of the face of rural community development, and to explore the rural community’s "bottom-up" participation autonomous capacity, and finally to explore the ability of the neighborhood associations and local organizations on implementing the rural regeneration program. This study conducted in-depth interviews with select residents at Thai Wuxiang Wu Tan Village in Pingtung County. Eight residents were selected through contact with the tribes. They were asked to share their personal experiences on rural regeneration processes about Wutang residents, industry, government agencies and cadres, the impacts of rural community regeneration on tribal autonomy, and the executive abilities of the organization. The interviews were transcribed and being analyzed and discussed. This study utilized the analyses outcome of the community autonomy, tribal organizational capacity, community planning and rural regeneration to make suggestions to the Wutang Residents Association and relevant government agencies for future planning and promoting rural regeneration in tribal communities.
