The main spirit of long-term care insurance (hereinafter referred to as LTC Insurance) is to provide financial resources by the way of social insurance, and to share the risk of long-term care by all people through the law of large numbers. When the disabled people need to be taken care of in the long-term, they can get basic insurance benefits from LTC Insurance. In the future, LTC Insurance will follow a payment process to provide a set of services. This study discusses the payment process of social LTC Insurance in Taiwan under the framework of the draft of "Long-Term Care Insurance Act”. The study used expert interviews (modified Delphi) method and classified the questionnaire into two parts--payment and re-examination. According to variables of these two parts, the study used semi-opened ways to visit 7 experts of LTC Insurance and checked repeatedly. The conclusion of the study, hopefully, will be a useful reference for the implementation of LTC Insurance in Taiwan in the future. According to the result of questionnaire in the study, the experts considered that the principles (conditions, time, etc.) of LTC Insurance set in "Long-Term Care Insurance Act" were enough. And all contents of related details about LTC Insurance may be normed in the regulations or guidelines under "Long-Term Care Insurance Act" by Ministry of Health and Welfare in detail, and National Health Insurance Administration may consider the opinions of the insured and the system of examination about LTC Insurance. The researcher of the study suggests that the authority (Ministry of Health and Welfare) sends staffers to the dwelling places of the objects of insurance to precede assessment. Besides assessing disabled grades of those with disabilities, these staffers of Ministry of Health and Welfare should explore the environments of residence and numbers of family members of those disabled people. Then, the staffers may approve care plan which is the most suitable and beneficial to the insurer and insured, and give the most appropriate materials and cash benefit to the insured. In order to develop LTC Insurance in the future, the primary consideration is to supplement sufficient resources. Ways to raise financial resources of LTC Insurance in the future is an important issue because without sufficient financial resources, LTC Insurance might not be able to operate when faced with problems such as economic fluctuations and rapid population aging.
