Study on the Government Crisis Management in the Formosa Fun Coast Explosion Event

碩士 === 銘傳大學 === 社會與安全管理學系兩岸關係與安全管理碩士在職專班 === 105 === At present, all types of middle and large-scale activities have been increasingly frequent at home and abroad, and there are often disasters and casualties occurred in regardless of large-scale concerts, New Year Countdown party, international sporting events, road race party, Matsu Holy Pilgrimage, the Temple fair, Fireworks and activities with number of people involved. The occurrence of Formosa Fun Coast explosion again highlighted that the Government should review rescue and medical system, as well as the mode of security management problems in dealing with large-scale activities in the disaster prevention and relief. This study focuses on the case of New Taipei City Government in dealing with the Formosa Fun Coast explosion event, using the Three-Phase Theory of crisis management and based on literature review, case studies and in-depth interviews with emergency professionals involved in the case to discuss government departments’ abilities to the crisis management and emergency response when disasters occurred and learn from the experience and lessons. Given lack of studies to the ability of crisis management and response in the large-scale activities in the past, the present study based on interviews with emergency professionals and found that there are still insufficient regulations for disaster prevention, weak in risk awareness, further circumspect for administrative management, inadequate horizontal linkages with the medical and rescue system, and failed to synchronously start disaster response grade when government departments deal with large-scale events . Accordingly, the study concludes five proposals, including to amend relevant laws and regulations for disaster prevention and relief, to enhance public security awareness in the participation, to revise and issue the safety management regulations for large-scale activities, and to construct platform for disaster emergency medical rescue and establish dedicated units for disaster prevention and relief, in order to be as reference for government in the face of the same event in the future.
