Following “Jing-Jin” and “Jing-Ts’ui” programs, in addition to changes in the subordinate command systems, personnel numbers are also streamlined by more than 20%. If the personnel have different understandings of organizational changes, it can impact the effectiveness of the unit and affects the rights and interests of the soldiers, officers or their dependents. This study investigates the correlating affect that personnel have on “organizational change” and “work effectiveness” following organizational change. The results will serve as a reference for related military units conducting organizational change projects in the future. The results of the study show that the units which plan policies should be clear on quick notifications regarding content and direction of changes, and value the importance of staff participation and policy communication. In addition to total unit mergers or dissolvings, streamlining is another type of organizational change; however, following structure flattening, duties and work must continue according to National Defense policies. In such situations, the related workload and work hours increase, thus impacting work effectiveness. Therefore, increasing personnel awareness of organizational change can reduce negative impacts caused by uncertainty. It is also important to emphasize participation and communication and guarantee rights and interests of staff members and establish good supportive measures. Furthermore, encouraging staff participation and advanced studies, training people with a variety of skills and elevating professional quality, can help raise service quality and effectiveness.
