This changed the society’s health seeking behavior, and had the greatest impact on local community hospitals that had previously supported the community healthcare. Local community hospitals gradually declined, and smaller scale local community hospitals rapidly diminished. Their medical providers operate in a passive manner, waiting to treat existing diseases, instead of actively providing comprehensive disease prophylaxis and health promotion. The aging population and low fertility rate is increasing the need for comprehensive healthcare. The current healthcare system is too clinical based, specialized, and fragmented, which can lead to overspending medical and caretaking resources, and increase the burden of population dependency. To accommodate the changes in demographic structure, it is important to strengthen community based healthcare to provide accessible and economic community health promotion, psychiatric support, disease prevention, disease screening, all-around care for chronic diseases, rehabilitation services, long-term care, and terminal care. The government and medical market should prioritize and actively promote “community based health networks” by appointing local community hospitals as subacute or post-acute caretaking facilities, to provide continuous, accessible community care centered around the hospital. According to the research results show, integrated summarized in the following conclusions:Fangliao General Hospital at health care system and the community Positioning and sustainable development strategy. Fangliao General Hospital development of the feasibility of long-term care services is very promising. Fangliao General Hospital should push assist and participate in building community health networks to success.
