During the process of change management for the creation of more competitive enterprises, the utility chart TOC thinking process was used to exclude the resistance levels of organization staff, the process of convincing all staff members to reach a consensus and avoid serious mistakes that possibly arise during the change process, and achieve the successful promotion of change management. It was found based on the interviews in this study that organization members’ levels of resistance towards change management include: no need for change, doubts over benefits, possible abuses, stickiness, and supervisors without the determination to execute. In order to exclude staff members’ levels of resistance, in this study, through questionnaire collection, the confirmation of seven undesirable effect, by the questioning approach that derives at a Evaporating (conflict) Cloud, the search of the core conflict through three cloud process, and through logical thinking models, a Current Reality Tree (CRT) was constructed to eliminate staff members’ mentality of resisting “No need for change”. “Respect for others”, “Importance attached to self”, “Time appropriateness to the occasion”, and “Brilliant scheme” questioning models as well as the exclusion of Negative Branch Reservations (NBR) were adopted to construct a complete Future Reality Tree (FRT), based on which an ideal future blueprint of change management was established. Then, using the Intermediate Objectives (IO), the Prerequisite Tree (PRT) was further constructed to eliminate obstacles preventing change. The Transition Tree, (TrT) was then adopted to obtain a plan for implementing change management and show the determination of supervisors towards implementation. Finally, the relevant supervisors confirmed the correctness and feasibility of the utility charts. Through the processing of reaching a consensus on the expected results of the change management implementation, organizational change management was successfully carried out.
