Recently, there were underground gas explosions which happened in Kaohsiung in 2014. At that time, people couldn’t get information about how to prepare for evacuation; also, people still stuck high-risk areas without knowing disaster area. Therefore, in order to save time to assist people for evacuation, we developed the sanctuary application on smartphones of eight districts of Taichung City. In this study, we collect open source disaster data and inquire the validity of data by telephone to develop the application which is named “Taichung Sanctuary”. Also, this is based on mobile application operating system and user interface design. Moreover, we used Google Map API and Android Studio development tools with Java language. It is different from the traditional used website search. With the application, we increase interactive features to search sanctuary and also provide dial as well as route planning, and route navigation functions. Through Taichung Sanctuary testing, users who search sanctuary just needed 5 seconds and that is 15 seconds faster than traditional website search. If users don’t know his or her village name, then they can save 55 seconds by using the application. Taichung Sanctuary provides users not only sanctuary searching but also making a phone call to police station, fire station and hospitals in just one touch.
