碩士 === 國立成功大學 === 都市計劃學系 === 104 === Yan-Shui Historical Districts was declared in September, 2015. In order to draw up new strategies of prospering districts, this assay is based on the theories from Charles Landry (2012), Richard Florida (2002, 2005), Masayuki Sasaki (2007, 2009), etc., attempting to introduce the concept of “Creative City,” combining traditional cultures and innovative ideas. The main purpose of this assay is to explore the strategies of creative city applying in Yan-Shui Historical Districts. By reviewed related researches and a case study of Kanazawa Creative City Policy in Japan, there are many valuable and useful experience. After analyzing the situations of Yan-Shui Historical Districts, which is based on in-depth interviews of stakeholders, this article identify the primary goal of Yan-Shui Historical Districts is to attract creative people. In addition, there are four main strategies: (1) Increase activities to attract creative people. (2)Strengthen functions of creative field. (3) Enhance diversities of creative economy. (4) Build creative milieu, and twelve programs are proposed.
