I’ll use case discussion as method and take one of ENGOs (environmental non-governmental organization, ENGO) as a case. According to I Institutionalism Theory, modern society has a highly institutionalized feature. Society in such institutional environment has a significant impact on the organization, including organizational structure, and on the goal setting of NGOs. NGO and its operation are all influenced by the nation’s policies. NGO in such environment is in pursuit of “legitimacy”. This study attempts to analyze ENGO as a case to see the impact of institutional factors. We investigate the formal and informal institutions, and try to put forward proposals for a future feasibility study. I will focus on the case of grassroots environmental NGO “Nature University” to discuss their registration under existing institutional contexts, sources of funding, human resources and some other aspects. The result shows that NGO institutional environment is so important that every step of NGO’s development is bound to all kinds of formal or informal rules.
