The purpose of this strategic study is to understand the causal relationships between promoting the job identification, job involvement and the job satisfaction of NCPB, Nantou County Police Bureau, civil defense group regarding the NPA, National Police Agency, construction of an updated central remote control alarm system. Where job identification and job involvement are reasons for involvement in the project, and job satisfaction is the result of involvement. The objectives of the NPA are to update the central remote control alarm system and to demand that every police bureau to assist in the construction required for this project. In the meantime, there are some control boxes and switches that were constructed by the NPA in the 13 NCPB alarm stations in the past that needed to be adjusted because there were operational risks and delays in urgent situations. As a result, the NCPB has been considering alternative strategies. Although it is free from budget to adjust the devices well, the NCPB need to promote the member’s job identification and job involvement of civil defense group to accomplish. Based on experience, literature review, case study and interviews of the NCPB civil defense group, this strategic study mainly aims to explore, measure and analyze the factors promoting the degree of job identification and job involvement, which are related to working attitude during the update period, the efficiency and effectiveness that result in higher satisfaction with the system, and the public value of public sectors. The analysis method employs an implementing strategic structure model, which contains main factors with leadership, information, activation and cooperation between organizations. Through the strategic process approach, which comprises strategic formation, strategic planning, and strategic implementation, the results show the relationships among the three observation indexes, the degree of job identification, job involvement in strategic implementation and job satisfaction with the result of implementation to be significantly high. The former two are strategic implementation indexes and the last is a performance index of the implementation results. The conclusions are drawn from the responses of interviewees.
