Global warming and climate change are significantly upsetting the ecosystem every day. In order to alleviate the negative impacts that an upset ecosystem can bring to humans, we actively promote the idea of environmental sustainability by enhancing environmental conversation and ecological protection. Today, more than 98% of Taiwan’s energy supplies are imported from other countries because Taiwan does not have a lot of domestic energy production. As a result, this gives rise to the urge for Taiwan to develop her own domestic and independent energy industry, in order to reduce the dependence on international energy import. The national energy development scheme hopes to increase renewable energy supply, enhance energy efficiency, and lower energy dependence with the establishment of a sustainable environment. With the help of the nine assessment indicators, this study specifically targets for the planning stage of the air conditioning and ventilation system, lighting, and elevator system, so as to meet the Green Building Certification requirements from the traditional mechanical and engineering syestem. In the meanwhile, this study also hopes to help buildings to increase their mechanical efficiency and adopt certified equipment, to minimize expenditures and carbon emission within a limited budget. Taking reference from the Taipei City XXX Fire Department case, the tradition electromechanical systems using conventional chiller air conditioning systems, T8 lighting fixtures and traditions elevator equipment room, and with the green building application using variable flow rate (VWV) air conditioning system, T5 energy saving lighting and no room elevators with reusable equipment, compared to its implementing cost, annual power consumption and carbon emission reduction, with the same maintenance cost to calculate the difference of electricity cost in terms of their energy efficiency. According to the findings, the cost difference between the tradition electromechanical implementation and the green energy efficient implementation comes out to be $970,759; the degree difference comes out to be 139,681 degree, the carbon emission difference is 76,306kg, and lastly the energy recovery efficiency is about 2.3 years.
