Summary: | 碩士 === 國立中央大學 === 土木工程學系 === 104 === This study will thoroughly discuss the purposes and meanings of the drills of disaster prevention and response through the methods of documentary collection and discussion. The study learns from various drill design examples developed in the National Exercise Program (March 18, 2011) and the Federal Emergency Management Agency (FEMA) in the United States and from those developed in Japan; it also compiles, inducts and analyzes the historical context and performance of various drills of disaster prevention and response held in Taiwan in recent years. Finally, village (town, city, district) offices’ disaster response marshalling conditions before and after Taoyuan City was upgraded to a municipality are taken as examples in this study to discuss whether the actual operating situation of the third level organizations of disaster prevention and response in this country can satisfy the needs and meet the requirements of the local disaster prevention and response system. Furthermore, this study advances a design plan of the Tabletop Exercises on disaster prevention and response on village, town, city and district levels that suits this country’s situation more. Through putting this design plan into practice, this study offers the most realistic evaluation and analysis, and suggestions on performance improvement. I believe that this study would be beneficial to some degree to the overall tasks of disaster prevention and response in Taiwan.
