To achieve the goal above, this study was based on the methodology of hermeneutics and conducted by the method of qualitative case study. It was approached through document analysis, campus observations, and semi-structured interviews with four university founding presidents. Finally, this study used the method of thick description to implement four data processing and analysis levels in order to obtain the following four conclusions: 1. At the moment of university founding, there was a huge demand for advanced technical labor force in industries. Due to the lack of accesses to the higher vocational education and the imbalanced development of educational resources areas, the short-term developmental task for founding presidents was to establish technological colleges in central and south Taiwan. The vision and objective for them were to rename colleges as universities of science and technology. 2. Founding presidents suggested that higher technological and vocational education should prioritize the integration of learning through application. It was preferable to establish featured departments and workshops. 3. The team members during the university founding period were pragmatic, and task groups were organized for campus planning then. The national finance and the board of private universities did not meet the embarrassment, too. The major difficulties for founding presidents included the land reorganization, allocation of resources, personnel management, and natural calamities. In terms of campus construction ways, with the exception of the National Yunlin University of Science and Technology, which adopted the one-piece design and comprehensive development model, the other three schools all adopted overall planning and stage-by-stage construction to build universities. 4. The keys to establish four universities of science and technology successfully in the 1990s were the ideal founding timing, outstanding teams, innovative management, and prospective construction ideas.
