The impact becomes more significant when the post-war baby boomers are reaching their retirement age. With the change of social structure, nuclear and dual-earner families have replaced the extended family structure. Grandparents tend to live separately with their middle-age offspring. Stepping into the era of aging society, low fertility, longer life expectancy and increase populations with chronic illness or functional disabilities, the demand of long-term care will inevitably increase. To ensure that those who need long-term care facilities can be properly taken care of is an important and immediate issue. The purpose of current study is to survey and discuss the critical success factors for improving service quality of long-term care. Firstly in this study, the critical success factors are identified by literature research and in-depth interview with experts. Then, using the Delphi technique, fifteen experts complete three-round questionnaires to reach consensus. The critical success factors include four topics and thirty-two subtopics. The four topics are health care, government policies and facility management, architecture and structure, and daily care. We hope this study provides meaningful indicators to long-term care administrators. Key Words: long-term care, service quality, critical success factors, Delphi technique
