The economy get better today, high power consumption electrical products such as refrigerator and air conditioner are commonly used by people. As the need of electric power increase, both 110V and 220V voltages become required. As a result, the single phase 3 wires 110/220V 30A mechanical architecture electricity meter was imported at the early stage. This type of electricity meter was made domestic after the year of 1971, such as D4-S by Tatung and I-70-S by Chung Hsin. Currently it is the major type of electricity meter for more than ten millions of Taipower clients. Taipower follows the rule and spends lots of funds to renew the electricity meters every year. Many years after the installation of electricity meter, the outside environment is changed a lot compared with the initial installation stage. Therefore, a lot of unexpected difficulties are coming up when the electricity meters are about to expire. The electricity meters need to be reinstalled but they are still operating at the clients. If the clients report event of using the expired electricity meters to Ministry of Economic Affairs, Taipower will receive the penalty from government. Therefore, this thesis will analyze the difficulties of installation new meters and then giving advice for applicable solution as well as increasing the success rate of reinstalling electricity meters.
