W. Evers and G. Lakomski are typical scholars of educational administration in modern times. Since 1991, they jointly published a series of books about theories of education administration. In these books, they advocated a new epistemology in education administrative studies to settle the controversies in the contemporary theory of educational administration. Evers and Lakomski’s naturalistic coherentism, in the timeline of development, is in the wake of the multi-paradims period; in the forming of paradim, it is influenced by the naturalism and coherentism; In elaborating the new paradim, it investigates the fundamental issues of epistemology. When the development of multi-paradims broke the dominating situation of positivism in traditional education administration, the controverseries came up between the educational administration theory of "quality" or "quantity". The naturalistic coherentism manage to clear up the dichotomies came about from theoretical and practical, value and truth, and particularity and generality. In addition, they have also brought up the ideas of the administrative organization of distributed power, incremental decision-making and an organization learning model of practice; in educational administrative leadership, they advocated delegation, decentralized leader and leadership developing concepts. The research uses educational hermeneutics as the research method to summarize the contents of the Evers and Lakomski’s thinking, in order to provides a discussion for education executives as a proposition of our educational reformation.
