Summary:碩士 === 國立東華大學 === 自然資源與環境學系 === 104 === Despite that the development of tourism and leisure agriculture at Chikerg Mountain Community has been more than ten years since the Hualien County government started the promotion in 2000, the nature attractiveness and landscape of community has not changed at all. Although residents expressed the wiliness to pursuit eco-tourism, the process is still stagnated today. The researcher spent one year in this community from May 2015 to April 2016 and conducted participant observation research majorly and interviews as aids to collect qualitative field study information, and then wrote in format of an ethnography report. The results showed that all the community lands were leased lands from the Forestry bureau, which served as barriers and constraints of community tourism development. The constraints are that the land trade is impossible and must be maintained its original nature landscape which prevented them from impact of outsiders’ investment; contractedly, it continued to attract the visitation of tours. The residents them can preserve traditional lifestyle and production pattern and economic determination. But due to the low flexibility of the centralized forestry policies on leased lands, and the disputes on agri-forestry issue between government and residents has been emerged for 50 years which are both causes of not able to develop community control, eco-tourism on the mountain. The intentions to develop auto-normative rules to control visitor behavior or to collect visitation fees to improve the traffic jam and inconvenience during the golden flower blossom season, to prevent the damages of agriculture products from destroying and to deal with the garbage brought in by the visitors, by the community are all failed due to the constraint of forestry law. It will need manpower exhaustive, high social cost and complicate political measures and important people at very high level of government to change policy. In addition, the village is also facing serious of youth migration, aging and then resulting in labor deficiency which limits their intention of struggling with central governments who control law but give authorship to middle level, local government to execution. The communication is singular and one way only, which results in a not resilient political system. This thesis found that the cooperative governance of different hierachies, and community auto-norms appeared are very important in the eight management principals of common resourced management, which were proposed by Ostrom(1990)are particularly fit to this case study to explain the issues appeared at scale of community governance.
